Gambling Act 2005

The Gambling Act 2005 (c.19) is an Act of the Parliament of the United Kingdom of Great Britain and Northern Ireland. It mainly applies to England and Wales, and to Scotland, and is designed to control all forms of gambling. It transfers authority for licensing gambling from the Magistrates' Courts to local authorities (specifically unitary authorities, and the councils of metropolitan borough, non-metropolitan district and London boroughs), or to Scottish licensing boards. The act also created the Gambling Commission.

The Act gives its objectives as

"(a) preventing gambling from being a source of crime or disorder, being associated with crime or disorder or being used to support crime,

(b) ensuring that gambling is conducted in a fair and open way, and

Some provisions of the bill faced controversy, particularly in its original form, where it would have allowed large numbers of so-called "super casinos" to have been set up. With the Parliamentary session drawing to a close, a compromise was agreed to reduce this to one.^[1] Despite a lengthy bidding process, with Manchester being chosen as the single planned location, the development was cancelled soon after Gordon Brown became Prime Minister of the United Kingdom.^[2] The Act also specifically regulates internet gambling for the first time.

The bill is wide-ranging including regulation of (illegal) lotteries. The "no purchase necessary" clause on on-product promotions and semi-legal competitions will go, replaced with the so-called "New Zealand Model" where purchase may be a requirement, if the purchase is at the "normal selling price".

The Act, together with regulations and specifications developed by The Gambling Commission define, and in some cases redefine, categories of gaming machines and where they are allowed to be placed.

Acey Deucey, also known as In-Between or Sheets, is a simple card game that involves betting. Before the action, each player must add their ante into the pot. Two cards are then dealt face-up to one player. That player then bets from nothing to the amount that is in the pot at the time whether or not the third card will numerically fall in between the first two. If the third card falls in between the two other cards, the bettor takes the amount he bet out of the pot; if the third card falls outside of the two other cards, the bettor must add what he bet to the pot; and if the third card matches the numerical value of one of the other two cards, the bettor must add to the pot double what he bet. If two cards of the same value come up, i.e. 2,2 the bettor picks if the next card will be higher or lower and bets. If the next card is the same as the last two, i.e. a 2, the bettor must triple his/her bet.

The rules and specifics of the game often vary from region to region. For example in Liaoning province, northeast China the minimum number of players is 4 and each player is required to ante before the first card is turned. Two cards are then dealt face-up to one player. That player then bets from nothing to the amount that is in the pot at the time (during the first time around the table players are only allowed to bet up to half of the pot) whether or not the third card will numerically fall in between the first two.

If the third card falls in between the two other cards, the bettor takes the amount he bet out of the pot; if the third card falls outside of the two other cards, the bettor must add what he bet to the pot; and if the third card matches the numerical value of one of the other two cards, this is referred to as a "Post" and the bettor must add to the pot double his initial bet. If two cards of the same value come up, i.e. 2,2 the bettor picks if the next card will be higher or lower and bets. If the next card is the same as the last two, i.e. a 2, this is considered a "Post" and the player is required to pay double the bet for the hand.

In addition to this, there is a special rule for Aces. If the first card turned is an Ace the player may choose its value as either the high Ace or the low one. If an Ace comes up as the second card turned it is always considered the high Ace. If a player "Posts" on an Ace they are required to pay four times their bet for that hand. Aces also cause an automatic loss if it is the third card turned when the first two cards are a match, i.e. 6,6. The best spread in the game is considered to be a low Ace on the left and a high Ace on the right. This is also one of the worst hands to get as you run the risk of the third card being an Ace and having to pay four times your bet for the hand.

Another variation is to split the cards if two end cards are the same value. This requires the bettor to ante in for two hands and the dealer would draw one more card under each of the end cards. After this, the same rules apply.

Strategy

Players might be surprised to hear that attempting to middle two posts with a spread of less than 7 will show a long term loss. Where $n$ is the spread between the posts $((n * 4) / 50) = 4(11 - n) / ((50 + 2(2 * 3 / 50))$ solves to a break-even point of 7.

5 Card Stud

5 Card Stud is a 1968 Western, released by Paramount Pictures. Directed by Henry Hathaway, the script, based on a novel by Ray Gaulden, was written by Marguerite Roberts, who also wrote the screenplay of True Grit for Hathaway the following year. The film features Dean Martin and Robert Mitchum.

Plot

In the 1880 town of Rincon, Colorado, a gambler is caught cheating at a five-card stud poker game. One of the players, Van Morgan, tries to prevent the others from administering frontier justice, but is unable to stop the man's lynching. Morgan leaves town, but later returns when he hears that a couple of the other players from that ill-fated game have been murdered.

The town has a new resident, a stern preacher named Reverend Rudd. As more members of the lynch mob are killed off one by one, it becomes clear that someone is taking revenge and it is up to Morgan to solve the mystery. Finally, only he is left. He discovers the identity of the killer just in time.

Big Six wheel

The Big Six wheel, also known simply as The Big Six, is an unequal game of chance, played using a large vertical wheel that can be spun.

Since 13 May 2002, it can be played legally in licensed casinos in the United Kingdom, under The Gaming Clubs (Bankers' Games) (Amendment) Regulations 2002 (Statutory Instrument 2002/1130).

Rules

The wheel is divided into a number of equal segments separated by spokes or pins. Each segment is associated with a number. The wheel is spun by a dealer, and the winning segment is indicated by a pointer mounted on a flexible piece of rubber or leather, which also rubs against the pins to impart friction and slow the wheel down.

The precise origin of gambling is unknown. The Chinese recorded the first official account of the practice in 2300 B.C., but it is generally believed that activity of gambling, in some way or another, has been seen in almost every society in history. From the Ancient Greeks and Romans to Napoleon's France and Elizabethan England, much of history is filled with stories of entertainment based on the games of chance.^[1]

One of the first known casinos was the Casinò di Venezia, established in Venice Italy around 1638.^[2] and is still in operation.

In American history, early casinos were originally known as saloons. The creation and importance of saloons was greatly influenced by four major cities; New Orleans, St. Louis, Chicago and San Francisco. It was in the saloons that travelers could find people to talk to, drink with, and often gamble with. During the early 20th century in America, gambling became outlawed and banned by state legislation and social reformers of the time. However, in 1931, gambling was legalized throughout the state of Nevada, and Las Vegas, spawning America's first legalized casinos. In 1978, New Jersey allowed gambling in Atlantic City, now America's second largest gambling city. Other regional centers for gaming in the U.S. are Tunica Resorts, Mississippi and in the Gulf Coast region around Biloxi.

Betting arbitrage, miraclebets, surebets, sports arbitraging is a particular case of arbitrage arising on betting markets due to either bookmakers' different opinions on event outcomes or plain errors. By placing one bet per each outcome with different betting companies, the bettor can make a profit. As long as different Bookmakers are used for arbitrage betting the Bookmakers do not have a problem with this. Each Bookmaker will still make profit due to their calculations.

In the bettors' slang an arbitrage is often referred to as an arb; people who use arbitrage are called arbers. A typical arb is around 2%, often less, however 4%-5% are also normal and during some special events they might reach 20%.

Arbitrage Betting involves relatively large sums of money (stakes are bigger than in normal betting) while another variety, betting investment, means placing relatively small bets systematically on overvalued odds most of which will lose but some win thus making a profit.

The best way of generating profit, which has been established in Britain via sports arbitrage, consists of 'key men' employing others to place bets on their behalf, so as to avoid detection and increase accessibility to bookmakers. This allows the financiers or key arbers to stay at a computer to keep track of market movement.

Advantage gambling

Advantage gambling, or advantage play, refers to a practice of using legal ways to gain a mathematical advantage while gambling. The term usually refers to house-banked games, but can also refer to games played against other players, such as poker. Someone who practices advantage gambling is often referred to as an advantage player, or AP.

A skillful or knowledgeable player can gain an advantage at a number of games. Blackjack can usually be beaten with card-counting and sometimes with shuffle tracking. Some video poker games can be beaten by the use of a strategy card [1] devised by computer analysis of the game. Some progressive slot machines can eventually have such a high jackpot that they offer a positive return when played. Online games can be beaten with bonus hunting.

Poker

Poker can offer a long-term advantage to a skilled player because it is played against other players and not against the house. The casino usually takes a rake or a session fee. A skilled poker player can often win enough from the game to cover the rake and make a profit.

Other ways to gain an advantage

Dice control

Experts disagree about whether or not an advantage can be gained at some other games. One example is dice control. Authors Stanford Wong[2] and Frank Scoblete[3] believe that by setting and throwing the dice in a certain way players can alter the odds at the game of craps enough to gain an advantage.

Pachinko

In the Japanese game of pachinko, there are numerous purported strategies for winning, most reliably to use inside information to learn which machines have the highest payout settings.

Angle shooting

"Angle shooting" is another type of advantage play. "Angle shooting" refers to legal but possibly unethical ways to beat casino games. One way to get an advantage at a casino is "hole carding" where a player tries to look at the dealer's hole card in blackjack and then uses that information to play his hand differently[4]. Taking advantage of incorrect payouts is another example of angle shooting. Not correcting an inexperienced dealer who pays 2 to 1 on a blackjack instead of 3 to 2 is an example of taking advantage of an incorrect payout. [5]

Comp hustling

Comp hustling can be another form of advantage gambling. Players who play games with a low house advantage can get more than their expected loss in free items from the casino.[6] [7] Many advantage players also take steps to maximize the comps they receive from their play. [8]

9. INDEMNITY

10. NO RESALE OF SERVICE

12. MODIFICATIONS TO SERVICE

MultiMedia reserves the right at any time and from time to time to modify or discontinue, temporarily or permanently, the Service (or any part thereof) with or without notice. You agree that MultiMedia shall not be liable to you or to any third party for any modification, suspension or discontinuance of the Service.

13. TERMINATION

You agree that MultiMedia may, under certain circumstances and without prior notice, immediately terminate your MultiMedia account, any associated email address, and access to the Service. Cause for such termination shall include, but not be limited to, (a) breaches or violations of the TOS or other incorporated agreements or guidelines, (b) requests by law enforcement or other government agencies, (c) a request by you (self-initiated account deletions), (d) discontinuance or material modification to the Service (or any part thereof), (e) unexpected technical issues or problems, and (f) extended periods of inactivity. The American Gaming Association (AGA) is a United States gaming industry association.

The AGA was founded in 1995 with the goal of promoting, educating and lobbying on behalf of the gaming entertainment industry through education and advocacy. They address federal legislative and regulatory issues affecting its members and their employees and customers, such as federal taxation, regulatory issues, and travel and tourism matters.

The AGA also attempts to serve as the gaming industry's information clearinghouse, providing the public, the media and decision makers timely, accurate gaming industry data.

Black Book

"Black Book" is the nickname frequently used to refer to a list of persons who are unwelcome in casinos. The name comes from the fact that the persons listed in the "book" are essentially "blacklisted". The term can refer either to such a list officially maintained by a particular Gaming Control Board, or to the Griffin Book, whose information is shared by casinos throughout the gaming industry.

In the former case, persons listed are generally suspected of having, or known to have, ties to organized crime. Casinos are obliged by gaming regulations to exclude all such persons from entry, and can be subject to sanctions from the Gaming Control Board for failure to do so.

In the case of the Griffin Book, published by Griffin Investigations, listed individuals are generally suspected of being, or known to be, either advantage players or outright cheaters at the casino games themselves. Thus, casinos find it in their own economic best interest to exclude such individuals. Those listed may be anyone perceived as a threat to the casino's profits, including those that use legal and illegal means, such as card counters, people who mark cards, those who try to cheat slot machines or anyone else considered a threat to a casino, including players that the casinos believe are winning too much or too often. The book keeps pictures either obtained from a photo of the individual when detained or simply questioned and released or from surveillance photos. At least one successful defamation lawsuit has been brought as a result of the Griffin Book.^[1]

Busting Vegas a non-fiction book by Ben Mezrich, author of New York Times Best Seller Bringing Down the House. It describes the gambling activities of a group of MIT students who in the early 1990s made millions by using their mathematics and card skills to change the odds of blackjack in their favor.^[1]

The story follows Semyon Dukach, and his activities over the course of less than a year. The MIT students do not count cards as they do in Mezrich's other book Bringing Down the House, but rather follow the bottom card in the shoe, and maximize their profits based on the card. Many have commented that the amount of money won, and the odds stated by Mezrich in the book are inflated and misleading.^[2]

Criminal Law Amendment Act, 1968-69

The Criminal Law Amendment Act, 1968-69 (S.C. 1968-69, c. 38) was an omnibus bill that introduced major changes to the Criminal Code of Canada. It was introduced as Bill C-150 by then Minister of Justice Pierre Trudeau in the second session of the 27th Canadian Parliament on December 21, 1967.^[1] On May 14, 1969, after heated debates, Omnibus Bill C-150 passed third reading in the House of Commons by a vote of 149 (119 Liberals, 18 New Democrats, 12 Progressive Conservatives) to 55 (43 Progressive Conservatives, 11 Créditistes, 1 Liberal).^[2] The bill was a massive 126-page, 120-clause amendment to the criminal law of Canada.

It proposed, among other things, to decriminalize homosexuality, allow abortion and contraception, and regulate lotteries, gun possession, drinking and driving offences, harassing phone calls, misleading advertising and cruelty to animals. The bill was described by John Turner, Trudeau's successor as Minister of Justice, as "the most important and all-embracing reform of the criminal and penal law ever attempted at one time in this country".^[3] Trudeau famously defended the bill by telling reporters that "there's no place for the state in the bedrooms of the nation", adding that "what's done in private between adults doesn't concern the Criminal Code".^[4] The Criminal Law Amendment Act, 1968-69 is known in French under the title Loi de 1968-69 modifiant le droit pénal.

Gambling

Prior to Bill C-150, Criminal Code exemptions that permitted small scale gambling on behalf of charities were introduced. Between 1892 and 1969, Canadians could wager on horse races or gamble at summer fair midways. These charitable experiences with gambling eventually led Bill C-150 to give the provincial and federal governments the opportunity to use lotteries to fund worthwhile activities (e.g. 1976 Montreal Olympics).^[5]

In casinos in Las Vegas and Atlantic City, this version of baccarat is usually played in special rooms separated from the main gaming floor, ostensibly to provide an extra measure of privacy and security because of the high stakes often involved. The game is frequented by the highest of high rollers, who may wager tens or hundreds of thousands of dollars on a single hand. Australian tycoon Kerry Packer was particularly fond of the game, having won and lost large sums over the years. Minimum bets are relatively high, often starting at 25 USD and going as high as 500 USD. Posted maximum bets are often arranged to suit a player, but maximums of 10,000 USD per hand are common.

Odds

Despite its simplicity (or perhaps because of it), the punto banco version of baccarat offers some of the lowest house advantage available in a casino. The player bet has a house advantage of 1.24%, and the banker bet (despite the 5% commission) has an advantage of 1.06%. The tie bet has a much higher house advantage of 14.44%, based on six decks in play.^[1]

Because of its attraction for wealthy players, a casino may win or lose millions of dollars a night on the game, and the house's fortunes may even affect the bottom line of a corporation's quarterly profit and loss. Notations of the effects of major baccarat wins and losses are frequently found in the quarterly reports of publicly-traded gaming companies.

Mini-baccarat is essentially the same game, but played at a smaller table very similar to a blackjack table. A single dealer handles the entire game, including dealing the cards. The pace is usually much faster than the "big baccarat" version. Betting minimums and maximums are usually lower. In casinos outside of Las Vegas and Atlantic City, this is frequently the only version of baccarat that is offered.

Makccarat was a modified version of the same game played in Macau with the same scoring system but different card dealing order and rules. It was discontinued in 2008.

Plot

MIT senior math major Ben Campbell is accepted into Harvard Medical School but cannot afford the $300,000 cost. Despite boasting a high 44 MCAT score and a 4.0 GPA, Ben faces fierce competition for the prestigious Robinson Scholarship which would provide a "free ride" through medical school. He is told that he needs a way of "dazzling" Harvard in some way to stand out from the other well-qualified applicants.

One day in math class, Professor Micky Rosa challenges Campbell with the Monty Hall problem, which Campbell solves successfully by using variable change and simple math. Seeing talent, Rosa invites Campbell to join his blackjack team, which consists of fellow students Choi, Fisher, Jill, and Kianna. The system involves card counting, and the team—shepherded by Rosa—is split into two groups. "Spotters" play the minimum bet and keep track of the count. They send secret signals to the "big players," who place large bets whenever the count at a table is favorable. Campbell is unsure at first, but decides to join the team, telling Rosa he is only doing so until he can pay for medical school.

Rosa takes the team to Las Vegas over many weekends; Campbell comes to enjoy his luxurious lifestyle there. His performance as a "big player" impresses Rosa, but Fisher becomes jealous at Campbell's blackjack success. Rosa kicks a drunken Fisher off the team after he insults Campbell and incites a melee that requires the team to quickly "cash out" (using dancers from their usual strip-club meeting place) before the casino switches chips. Ben and Jill also develop a mutual attraction, which culminates in the pair having a sexual encounter in Jill's suite. Meanwhile, security chief Cole Williams and his sidekick Terry monitors the blackjack team, particularly Campbell.

Campbell, distracted by blackjack, botches his part of a project for an engineering competition, estranging him from his pre-blackjack friends. During the next trip to Vegas, an emotionally-distracted Campbell continues playing even after he is signaled to walk away, losing $200,000. An angry Rosa leaves the team and demands Campbell repay him for the loss. Campbell and his three remaining teammates agree to go into business for themselves. On their first attempt, Williams apprehends Campbell, physically assails him, then lets him go after giving him a death threat.

Upon his return to Boston, Campbell learns that he has been given an incomplete for one of his classes and therefore will not graduate, and worse, that his winnings have been stolen from his dorm room. He suspects that Rosa is behind everything but has no evidence. Campbell reconciles with his friends and Jill, and approaches Rosa with an offer: he and the team will hit Vegas for one more attempt before the last Strip casinos install biometric software that will quickly identify card counters, as long as Rosa, himself once a very successful "big player," also plays.

Disguised, the team returns to the Planet Hollywood and win $640,000 before fleeing with their chips from Williams and his men. Campbell and Rosa split up, with Rosa taking the bag of chips. Rosa dives into a limo outside the casino but finds his bag is full of chocolate coins and his limo is being driven by the casino manager.

The audience then learns that Williams had made a deal with Campbell after beating him up; Williams would let Campbell come back for one last night of gambling in order to have Rosa, who years earlier cost Williams a casino job by winning a seven-figure take in a single weekend through counting cards. After capturing Rosa, Williams confronts Campbell and double-crosses him by demanding the bag of chips at gunpoint for his "retirement". Ben hands the money over to Williams and leaves. Ben and Jill return to the casino to regroup with their friends. The film closes with Campbell recounting the entire tale to a "dazzled" Harvard administrator.

Amusement With Prize, or Amusement With Prizes, plural (AWP) are gambling machines that provide some level of player interaction, similar to slot machines. They do not, however, depend on the skill of the player; machines that depend on player skill are deemed Skill With Prizes (SWP) machines. Both of these terms are trade terms, and such machines are referred to by alternative names by the public.

United Kingdom

The term is particularly used in the United Kingdom, where they are also called fruit machines, and they are found in amusement arcades and public houses.

The distinction with slot machines is not sharp; in the United Kingdom, such machines found in arcades and pubs are called AWPs, while machines in casinos may instead be called slots. There is different licensing depending on the premise, with AWP machines having lower limits on stake wagered and payout.

Regulation

They are generally regulated as gambling devices; in the UK, they are regulated under the Gambling Act 2005. Games that involve skill are considered SWPs, and may be regulated separately; games that provide amusement but no prizes are generally considered a kind of video game.

Bodog was founded in 1994 by Calvin Ayre as an online gambling company. In early 1996 a business plan for this venture was prepared by Allan Williams, a specialist in proposal writing and a former Vice-President of TTA,a Vancouver based (BCIT-owned) internationally-focused corporation which remains to 2010. His business plan was accepted by BoDog (Calvin) and serious investors who saw a significant potential in the cooncept presented. BoDog later diversified with bodogFight, a mixed-martial arts promotion business as well as record label Bodog Music. Those projects were both shut down in 2008.

In 2008, the business model was changed and the company claims to have ceased operation of all gambling related sites directly. The new business model has Bodog licensing its name to a third party company for the rights to run those sites under the Bodog brand name to various licensees. Bodog founder, Calvin Ayre, describes the BodogBrand.com licensing model “not unlike the Virgin-branded venture capital organization founded by Richard Branson”.^[1]

BodogBrand.com's main licensee is Morris Mohawk Gaming Group, which runs Bodog.com, the online gambling services within the United States. Morris Mohawk’s CEO is Alwyn Morris is a recipient of the Order of Canada. In a May 2009 interview, Morris describes the brand licensee relationship with Bodog as "a kind of franchise".^[2] Morris Mohawk is based in Kahnawake, a native reserve in Quebec, Canada, pursuant to its online gaming license granted by the Kahnawake Gaming Commission.

Bodog Europe, operates Bodog.co.uk in Europe and Bodog.ca in Canada. Haydock Sports, runs Bodog88.com serving Asia.^[3] Haydock is headquartered in Manila and run by former Managing Director of Asia for Victor Chandler International, operating pursuant to its own remote gaming license granted by First Cagayan in the Philippines.

In September of 2009, BodogBrand.com announced a fourth online gaming brand license arrangement with Patrik Selin, former CEO of the Ongame Poker Network. Selin indicates that he has acquired the source code to the proprietary poker product and commitments from Morris Mohawk Gaming Group, Bodog Europe and Haydock to join the Bodog Network and provide a liquidity base upon the launch of the network in 2010. ^[4]

The term "Casino" is of Italian origin, the root word being "Casa" (house) and originally meant a small country villa, summerhouse or pavilion. The word changed to refer to a building built for pleasure, usually on the grounds of a larger Italian villa or palazzo. Such buildings were used to host civic town functions - including dancing, music listening and gambling.

There are examples of such casinos at Villa Giulia and Villa Farnese. In modern day Italian, this term designates a bordello (also called "casa chiusa", literally "closed house"), while the gambling house is spelled casinò with an accent.^[1]

During the 19th century, the term "casino" came to include other public buildings where pleasurable activities, including gambling, and sports took place. An example of this type of building is the Newport Casino in Newport, Rhode Island.

Not all casinos were used for gaming. The Copenhagen Casino was a theatre, known for the use made of its hall for mass public meetings during the 1848 Revolution which made Denmark a constitutional monarchy. Until 1937 it was a well-known Danish theatre.^[2] The Hanko Casino located in Hanko, Finland - one of that town's most conspicuous landmarks - was never used for gambling. Rather, it was a banquet hall for the Russian nobility which frequented this spa resort in the late 1800s, and is presently used as a restaurant. The so-called "Casino",^[3] a famous landmark overlooking Avalon Harbor on Catalina Island, has never been used for traditional games of chance, which were already outlawed in California by the time it was built.

Though many participate in gambling as a form of recreation or even as a means to gain an income, gambling, like any behavior which involves variation in brain chemistry, can become a psychologically addictive and harmful behavior in some people. Reinforcement phenomena may also make gamblers persist in gambling even after repeated losses. Because of the negative connotations of the word "gambling", casinos and race tracks often use the euphemism "gaming" to describe the recreational gambling activities they offer.

The Russian writer Dostoevsky portrays in his novella The Gambler the psychological implications of gambling and how gambling can affect gamblers. He also associates gambling and the idea of "getting rich quick", suggesting that Russians may have a particular affinity for gambling. Dostoevsky shows the effect of betting money for the chance of gaining more in 19th-century Europe. The association between Russians and gambling has fed legends of the origins of Russian roulette.
